Clio RS Ph1 - Sticky dashboard

Looking for some bits of advice: as per title, the dashboard on my Ph.1 Clio RS has become kind of sticky, probably due to a mix of the coating getting old and products used to clean it sometime in the past.
I searched for some solutions on the net, which in general seem to suggest to apply a layer of clear coat- but I am not so sure how that would react with an already compromised base- or to sand it and repaint. This last option however is almost impossible because the dashboard has a layer of dark blue(ish) paint and sanding it reveals the black underneath, so that would mean finding the exact matching blue, which is impossible.
Has anyone faced such an issue and found a satisfactory solution?
