Power hose stripped top lacquer coat

As title, I got too close to a stone chip on Mrs S's little rangerover and it has stripped a 3x5" bit of top coat. Is this repairable with a chips away type repair or a proper bodyshop?

There is no easy fix for lacquer peel IMHO.
