Levelling a garden

My lawn sits on a very solid clay base and, although it looks fairly decent from a distance, it feels like I’ve hosted a polo match on it whenever I walk across it.
I’ve had problems in the past with parts of the garden flooding, so I think certain areas have sunk over time. As a result, it now feels lumpier than ever.
I was wondering whether a good topsoil and sand mix might help level it out.
I’ve had “lawn experts” round before. The last one said he would need to lift the whole lawn and re level it, which was going to cost around £2,500 back in 2021. While I do not necessarily disagree, I suspect that within five years it will probably end up back in the same state again.
