I ran an ID parade for a serial rapist and other sexual offences.
He attacked an 18-year-old German woman and subjected her to a series of invasive sexual assaults, all the time telling her she would be killed if she made a sound. He pleaded NG, despite overwhelming forensic evidence, and that of the remarkably brave victim, probably on the advice of his brief, as he was hoping the woman would be told it would be better for her to concentrate on recovery. She returned to the UK to give evidence. He waited for her to go into the box before changing his plea.
10 years, out in 5.
He reoffended just a few days into his parole, flashing. He was sent back, then released then returned. The division then had a series of flashing once he was finally released, and he was eventually got for one. Banged up again, this time for 2 years.
The DCI, good bloke, decided he didn't want another series of women abused and maybe raped, so put the very expensive surveillance unit on him. He attacked a woman. Went to court where the judge said he believed he would have raped the victim and got an indeterminate order with a minimum of 7 and a bit years.
I disagree with indeterminate sentences, for a number of reasons. I think this country imprisons far too high a percentage of offenders. I think this bloke should be banged up for life. I think he should have had a life sentence well before the offence in the link:

He'll offend again when released. He'd fantasising about it now.
