I sold some sunglasses on the Bay recently. They were genuine as far as I am aware. The buyer claims not, giving a long list of things "someone at the manufacturer" said, so I offered a full refund.

He has just messaged me saying he can move them on himself and wants a partial refund. For which I will get positive feedback.

It smells scammy. I don't really want them back, but don't want to give someone the pleasure of taking money from me, however small the sum.

If I use the "report buyer" function does it offer any degree of protection? Or is Ebay now sufficiently buyer-focused not to care?

It's been ages since I did a lot with ebay, but if you have regular good feedback and the buyer has a history of being dodgy then you'll be fine.

Otherwise, I'd ask the nearest squirrel as they're more likely to have a clue than any human

I spoke to Ebay this morning who've said they will remove negative feedback, if he leaves it.

On the basis that he has not opened a return request, I am thinking simply not to reply.

A lot of people don't bother leaving feedback.

I recently bought something and after a few days the seller got in touch to say the item was no longer available and asked what I would like to do: choose another item or 'request' a refund. Long story short, the refund was issued. Weirdly, that transaction still has 'leave feedback' open.

Seems like your buyer is using feedback as ransom.

He is.

I suspect he has either realised the item is genuine or otherwise sold it at a profit down the pub.
