Reliable/Safe EML to PST Converter

I need to move a friend from Windows Live Mail to Outlook but I'm having issues migrating his old emails. I can export to EML format but Outlook cannot handle these - it only talks PST. I can import into Thunderbird, or any number of other programs but none of them will export PST.
Searching for "EML to PST" brings up links for slightly dodgy looking sites, all of which offer a free trial that will do few emails but need the paid version to do any more than that - or want you to upload your emails which feels very suspicious.
Anyone know of a reliable, safe & preferably free way of getting from EML to PST?
