Why is HMRC sending me self assessment notice

I have dual citizenship. British and Australian. I have been living and declaring myself as tax resident in Australia for the last 11 yrs. I'd only returned to visit friends in the UK over the last 11 yrs maybe a handful of times and for only 2 to 3 weeks each time.
I have no employment, asset or even a bank account in the UK. I have a channel island bank account that has my residency in Australia and all that is declared to tax office in Australia.
All the sudden I've been sent the last 2 yrs self assessment notice from HMRC via the post to a mailing address in Australia that I don't live in anymore. When I initially got the self assessment notices, I called HMRC on their call line on the notice but after over 45mins on hold I just gave up. Now they have sent a penalty notice for not lodging the self assessment.
Why have they started pestering me for a self assessment lodgment now and started fining me for non lodgment? I don't need to lodge as I'm no longer tax resident in the UK and haven't been for over 10 yrs. Or am I wrong and have to lodge a self assessment return regardless?
What should I do, should i try ringing them again wait until they answer the call or should i just not bother to reply to them. I have no intension to return and reside back in the UK again.

This is what I’ve done for the past few years, having registered for self-assessment to reclaim overpaid tax on a private pension withdrawal in the past. I had hoped to be able to do it online, but that’s not possible for overseas residents, paper only.
So now they send me one every year, and I fill the zeros in everywhere. From 2001 until 2021 I didn’t fill one in at all (having left in 1999).
As to why HMRC have started sending them to you now, and what triggered it, I have no idea. But if past dealings with them are anything to go by, nor do they!

If UK has tax treaties with other countries you may find the penalties get added to your local tax bill. Opposite way around, but son of friends of ours just had to pay £30K to HMRC for a Spanish tax bill and he's adamant he didn't owe it - HMRC didn't care.
If you're abroad can you contact them via webchat? They turn in on and off depending on how busy they are, but I used that a few months ago, with 23 people in the queue but got through fairly quickly and managed to convince them that my wife had had less part-year payment for state pension than DWP had told them.

Australia has a double taxation treaty with the UK but in reality if you earn nothing here at all then no further tax is payable.
As Executor of an estate I have to send my sister in Sydney occasional royalty payments - some of which are “ earned “ here so constantly remind her that some further tax may be due.
In your case I would just write to them telling them the lack of any need to complete SA.

I use 123-E file to do my SA returns. Costs 18quid. Better value than dealing with paper, postage etc (for me anyway)
Absolute madness you cant use the HMRC online filing system when living abroad. But thats a thread for another day.
