Always though that was a p155 take as Electric cars were free but still causing congestion.. if they had called it low emission from Day 1
It the expanded out to include the NCR and SCR the last move was to include about 90% of roads inside the M25
So if you are compliant or Electric Now you are free to enter BUT still have to pay 24/7 inside the original zone... that is how i think it is but a Londoner may be able to clarify
The Congestion Charge applies to inner London and is separate from and and additional to the ULEZ
EVs were exempt from the CC but not any more.. However they qualify for a discount for payment by Autopay
