Happens everywhere: this FoI relates to the first month of operation of the Glasgow one, a more recent FoI would no doubt produce a far higher number given the number of geriatric vans and lorries the council still runs

It seems reasonable to me.

If the council decided not to levy the clean air charge on its vehicles- but continues to charge others- there would be outcry.

The council is slowly replacing vehicles to be compliant,
but it takes time, and is a cost/beneift analysis depending on the remaining life vs replacement cost vs fee level.

The zone is established zero and the council would hardly be expected to abolish it just to avoid charges for its own vehicles.

I'm sure there are any number of examples of private sector firms who make internal charges between different divisions, and if they're using industry standard financial systems there will be an easy way to settle charges with a similar admin cost to try and fish out council and contractor vehicles from all the ones being flagged each day.

Also, it is net nil across the council (without getting bogged down as to whether any vehicles are being used by the hra or other external funds).

So all in all, to me this is not the smoking gun of council mal administration that people want it to be.
