Maybe I’m having a bad week as I was reported (for the second time) to my local planners for some work I’m doing on a flip, I haven’t built anything that requires PP, in fact I haven’t built anything new. It’s been closed (again) but I'm still pissed off. Then today I go to my wife's aunts house and see this monstrosity, no PP, no building regs and I’m thinking I should report it. For context the aunt has lived in the property since 1962 when it was built by her husband, he also built next door where the extension is. She wants to move away as she can’t stand the sight of it, she’s 92. The roof is a patchwork of Facebook marketplace batches of roof tiles, it looks like a sampleboard for Marley tiles, the fascia and soffit are offcuts they must have found in a skip, the soil pipe looks like is will spill st all over the place once they actually start using it, obviously it not finished but I doubt the finished product will be any better. Should I report it?

Incredible. If it’s like that on the outside, I’m sure all the electrical, gas and plumbing works on the inside are top notch too. I’d be concerned from a safety point of view if nothing else.

I agree 100% with this.

However, will reporting it cause any issues for the aunt? I.e. arsey neighbours being more arsey?

It's all rather special and removing the small bit of gutter to fit the soil stack in there is going to cause the rain to fly off there onto the aunts property.

Better to have an arsey neighbour than a Mickey Mouse extension which potentially could cause damp issues.

It will put any buyers off your aunts property. Can you report without your name being disclosed? Is it actually illegal rather than just cowboy though?

Report that to building control, not planning. Just send them that soil pipe photo.

Thanks chaps, seems quite unanimous that it should be reported. You can do it anonymously but they don’t know me anyway so I’m not bothered. I will report to planning and building control. I’m not sure they will get PP as it’s pretty big and takes up the vast majority of the yard/garden, I don’t suppose building control will be interested if it has to be demolished anyway. If it allowed at least it will done to a better standard. It around 18 months old now, so I have little hope it will get any better without some intervention.

Maybe be subject to CIL (community Infrastructure Levy) depending upon floor area ? smile
Building Controls sign off is pretty irrelevant until they want to sell the property.
I guess it's also a problem created by relaxation of the planning rules by this Government.

Bureaucratic planning restrictions need to be slackened even further due to the disincentives to even dare to try and build but this is not that! That is a solo housing crisis in itself!

Building control more likely to help you than planning, looks like they’ve connected a soil pipe in to a rainwater drain outlet for starters…..

It is soil, it’s the old cast pipe they have connected onto but it’s a very poor bodge. The whole thing is criminally bad.

You might be doing the neighbour a favour. They could be afraid to point out these minor snags to their “builder.”

FWIW, making more regular visits will be useful for monitoring discharges and odours from the bodged soil stack job. Apart from the push-fit connections going the wrong way, overall it does not look watertight or airtight. As a biohazard risk, or source when waste and smells are discharged, I don't think the local authority will dither.

Likewise, for structural integrity, your second photograph shows where they've knocked out a section of masonry above the bricked-up window for that section of soil pipe connected to the elbow that has just about been forced onto the tee.
