Hidden camera van?

I'm not sure about the answer to the question - if you're validly caught speeding on a public road, I don't see how you can use the location of the camera van as a get-out.
However in this particular case, the location is here: https://maps.app.goo.gl/8TajgEezc1txQt9P8
And that location appears to be within the same Land Registry title as the M42 so I don't think it's private land in any case.

1. If it can see traffic and is not posing a danger then that is all the 'fairness' required. Your "fair" is presumably related to being able to see the enforcement so you can slow down on approach and then exceed the speed limit where no enforcement is observed. Obviously not.While not the letter of the law, speeding (in the UK) is supposed to be policed by unspoken rules, where decent observation means you get away with it.
No one is going to see that van. Wtf!
Of course the operator might just be parked up for his lunch break.
