I had a similar idiot dumping rubbish during covid at an entrance to some land i own.

The stupid fker only left his address on the boxes so i landed down that afternoon to confront him to his denials.

Pleasantly surprised that the council didn't then prosecute the farmer for re-tipping them, mind.

He isn't tipping them, he is returning them to the owner.
As long as he ensures all the stuff ends up back within the 'owners' property boundaries.
It would not be in the public interest to prosecute in a million years in this instance either.

Yeah, but we're talking about local authorities here. I think technically what he's done may be considered fly tipping, and common sense or an appreciation of what it in the public interest doesn't seem to be a strong point of theirs.

They could but as long as he has solid proof of the culprit dumping rubbish on his land then he can mitigate this in court.

He could admit to dumping those caught on camera, but say he has no idea about the rest, "I only dumped them because of all the others".
