Paint over concrete

We had bitumen paint applied on flat roof baloncy which has spliied over on the baloncy concrete edges

Please could you advise do we need to fill the concerte with massonary filler or apply primer first before.we paint

And how do we stop water the from the flat roof not form the alage to the concret
