I was pulled over after being clocked at 99mph with a radar detector and read the whole "reporting you for the consideration of prosecution" speech. That was 3 1/2 weeks ago and I have no letter.
The last time this happened I was pulled over at the weekend and had the letter within the next week, although that was almost 10 years ago. Have things really slowed down this much?

You received your NIP at the roadside so now you are basically waiting for the punishment to arrive, this will be either FPN or a court date depending on how much leeway the officer decides to give you. If you hear nothing within 6 months then you are pretty much in the clear.
99 mph is not a fixed penalty. Neither is it a court date.
For info, the single justice procedure has been around since 2015.

Things have clearly changed since I was last pulled on the motorway then!
looking at this link if you have been put down for 99 then it seems there are a couple of options around points or short ban

But the SJPN still has to be instigated within 6 months of the offence, what does your paperwork actually say about the speed?

I don’t know what that related to - maybe you weren’t given a NIP at the roadside - but every one of these I’ve heard of that was beyond a fixed penalty has gone pretty tight to the 6mth deadline.The last time this happened I was pulled over at the weekend and had the letter within the next week, although that was almost 10 years ago.
