Dumb (smart) mobile

The ‘step’ daughter has made some really bad decisions recently and we are now at a place where we need a mobile that we can absolutely lock down.
The iPhone she has she’s manged to get around, despite screen time being in place…I suspect we’re doing something wrong, but she’s done it. If there’s a way to absolutely lock her iPhone we’ll keep it…but I feel like we’re missing something as we had everything in place but she still managed to download apps without our permission. Anyone have a dumb guide to screen time!?!!
We need her to be able to access the web for school stuff, but absolutely not have access to any social media, and we need to be able to manage her contacts.
She’s 13 and is going sideways quickly. We don’t want to be draconian, but she can’t be trusted at the moment. Mum is at a loss.
Any ideas?

A friends son (15) hasn't had a smart phone for over a year after some sexting of images and videos with his girlfriend when he was 14.
