My wife hit a pothole. There is a bulge on the tyre so will get a new tyre but the rim is also deformed. Not really losing pressure. So my question is does this need repair / replacement?

The wheel will need to be restored, or replaced should a fix not be possible. Probably £50 - £100 for the former.

Very similar, smashed into a crater/pothole in the dark a few days ago, alloy buckled.

Noticed immediate feedback when driving so managed to get a local fabrication place to repair for £90, thankfully appears to be no Tyre damage by some miracle!
