Reporting Dog Neglect

Yesterday I visited a site for work. The car I was working on was in a yard; in this yard were other small units and garages, one of which (a single lock-up garage) had a dog in it. From the moment I arrived the dog could be heard barking and this continued until I left several hours later.
The chap whose car I was working on said this is normal, everyday. I thought the dog was perhaps let loose to roam the yard but was told this isn't the case. It is in the garage all day, every day. He agreed that it is cruel.
There was also a lot of activity directly outside the garage the dog was in: several kids kicking a ball against the door, men drinking and smoking and generally laughing, shouting and sometimes arguing... it was quite concerning when you think about what it must be like for a dog, in the dark, in such heat. The dog could be heard barking and then attacking the chained (barn) doors (which were moving a lot with the force).
RSPCA route is diverting me to contact the local authority about a barking or howling dog (even though I'm selecting the neglected dog option). Tried calling and I ended up with the same after 'carefully' selecting the options presented.
Best way to report (and hopefully help) this dog escape from a miserable life?

The RSPCA has quite a high bar for potential neglect before they will send someone out. If they are sending you down the noise route then it sounds like you haven't met it. I spent a while on the phone to them trying to report dogs in horrible conditions (shed/chain link fence in middle of nowhere, constant barking, dirty muddy environment, suspected puppy farm) but they weren't interested, barking isn't always a sign of neglect/stress and they had shelter. Could not convince them to send someone to check.
