Bought some and they look scraggy are these worth having and will they die each year?

We have a lavender plant in our front garden, last year it looked a bit scraggy, but we said we would leave it to spring this year and see what it was like. This year it is full on flowers.

Yes I like them along with the bees and butterflies, they do look lacklustre once they've finished flowering. Cut them back at the end of the summer, but not into the dead wood.

If you want 'fit and forget' try rosemary, needs trimming back but looks pretty good all year round.
