Swivel top kitchen stool repair advice required

We have a couple of these in the kitchen and they suit us for the odd times we eat at the breakfast bar.
One of them has had the top come off .
I think the stem was originally part of the fitting screwed to the seat underside , but has now come away

I can’t work out how to repair it so the tip still swivels …
