I’m all for clamping down on stinky diesels with DPF deletes but this will catch cars with sports cats and all sorts.
I’ve recently sold my V8 Vantage which was modified by Prodrive nearly 20 years ago with free-flow cats and a remap. It would be a huge shame for this law to impose £1000’s of costs on cars like that to make bugger all difference to anyone’s quality of life.
Most of the worst offenders will be cars getting toward the end of their life anyway, and these will be replaced by much cleaner cars within a few years purely through those cars moving down the food chain.

Looks like getting shares in ECS repairers may not go amiss
Although further down it looks like they are after the remapping side of things

It’s all covered in the mot. It’ll render millions of cars unusable, normally for poorer people who will then not be able to move.
It’ll kill the specialist tuners small and large, including the likes of Halfords.
It’ll kill classics as unobtanium parts for them will turn them into paperweights.
It’ll kill mot stations which will have to buy even more expensive test equipment.
It’ll kill independent service as fewer cars will need servicing if they are scrapped.
It’ll kill the auto industry.
The survey is Worded so that if you agree to anything they will take your answer as agree overall.
Disagree to everything and say the mot already covers this.

The intention of the consultation:
'This consultation proposes to bring in stronger measures to ensure emissions are properly controlled throughout a vehicle's life because poorly maintained or modified ECSs can lead to increased Nitrogen Oxides and Particulate emissions..'.
Note - ECS = Emission Control Systems - encompass: catalytic convertors, particulate filters, exhaust gas recirculation, adblue system, their electronic control programmes and other elements that car manufacturers install to ensure their vehicles meet legally binding technical standards.

The evidence for, 'Why we are reviewing the law'
The reasons and evidence specified in the consultation document are completely insufficient to justify enacting new legislation as they are all hearsay and based on ancient data.
The hearsay within the consultation states:
'Feedback we have received indicates...'
'Looking more anecdotally at modifications made... '
'Search engine history suggests...'
'The Market Intelligence Unit (within DVSA) receives intelligence and reports....'
The consultation cites only one scientific study and states,
'A recent study using roadside remote-sensing technology looked at over 94,000 vehicles across several UK cities..'

In fact, the data within this study was gathered in 2016-17 and published in 2023.
Petrol - This data collection predates the UK imposition of Particulate Filters in petrol cars by some years and is therefore meaningless.
Diesel - The Euro 6 emissions standard (including the requirement for Adblue) for most Diesel vehicles was only adopted in the UK at the end of 2015 so most Diesel vehicles on the road in 2016 would have only been Euro 5.
So in 2016-17 there were a lot of smelly Diesel vehicles on the road, usually owned by people on low incomes who could not afford regular servicing. How is legislation in 2028 going to improve that?
Importantly, since 2016 the technology has moved on enormously. Diesel engines are far more efficient and their ECS systems have improved beyond recognition, with the universal adoption of particulate filters, Adblue and more efficient catalysts.

The consultation specifies two pollutants that require 'measures'.
Nitrogen Oxides - The presence of efficient catalytic converters and therefore the management of Diesel and Petrol engine Nitrogen Oxides are tested annually in the MOT test, so this requires no further measures.
Particulates - The presence of efficient particulate filters are not presently tested in the MOT but could be added.
The legislation proposed by this consultation is based on 2016 data which is a generation behind current technology and alternative enforcement is available.
This is an unnecessary waste of parliamentary time
