Are PayPal utter arseholes?

I don't use it very often - usually for sending/receiving money where I can't use my c/card or someone wants some security buying. So it's been months since I last logged in.
...but last night I needed to check i'd received some money. Except either I've changed my password and forgot to update my manager, or their website was having issues, as I couldn't log in. So I hit the reset password button, which doesn't work - takes me to a 'failure to verify' page. Turn VPN off, still doesn't work. Change browser, still doesn't work.
...so this morning I phone them. Some random overseas call centre where English isn't the first language - usual story for most companies now - where I go through all the hoops and get sent a reset password link. GREAT!
No. It pushes me to scan a QR code with my phone, which takes me to the mobile log-in page, where the reset password button does work but decides that I HAVE to provide photo ID. WTF? You've not got my photo and you're not having it - f
k off. Except computer-says-no. Agent says I MIGHT be able to try again at some indefinite point in the future, but makes it sound like it's my fault for not using the account for months then trying to access my account multiple times from different browsers, and also my fault for using a VPN (which I turned off at their request and it still doesn't work).
No 2FA available. Jumping through 4 different specific questions to ID myself wasn't enough. Computer-says-f

If it wasn't for the fact that there are odd occasions where I've no safe option other than using PayPal, I'd tell them to f

I do sometimes wonder if our key IT applications were European, they might be slicker and have better UI?
I deal with US finance websites, datarooms and platforms and they are woeful, and yet, this is the home of Silicon Valley.
They have this dichotomy of being cutting edge and 20 years behind at the same time.

ttification, with a hint of 2000's era internet. No I like PP. When I was hacked into my faceache account and someone put up an ad selling NOT their car for a pay per click ad, I contacted faceache wgho did nothing. In the end all they did was ban ME from marketplace. PP on the other had were brilliant. I gave them all the info I had and they paid me back the few quid I was scammed out of.
