Private Rented Sector Database - legally enforceable?

On a rolling signup - it is Easter for this locality - all LL's have to register each property on this new database. £65 annual charge for each property.
The registration process is expected to require information including:
-Landlord contact and identification details
-Property address and ownership details
-Number of bedrooms
-Details of the occupants and households
-Current rent and payment arrangements
-Relevant property licensing information
-Gas safety information
-Electrical safety information
-Energy Performance Certificate (EPC) information
-Other information relating to the property and tenancy.
Some of this is probably sensible and I am thinking about a central record of Gas Safe and EICR and maybe EPC
What does concern me is the detail around ownership, identification, naming occupants and rent payment arrangements - surely some of that is GDPR restricted or just plain intrusive?
I can see some blank fields left on their upload and without profiling you just know the intended targets for this initiative will ignore it entirely
