Plaster coming off with the wallpaper

What have they done wrong here then, did they slap it on too thick?

Removing the wallpaper in my hallway and a big section by the front door has all come off, obviously eager not to repeat whatever mistake they made.

It's all going to be papered over again so I'm confident I can get it to a decent enough standard myself but the biggest area I've done before was a quarter of this size and hadn't previously failed so any tips appreciated
