I cannot believe the system will be that stupid. Someone agree with me. The people at work are getting bolshy, and want to start jumping red lights...

Im sure Ive seen this discussed on Pistonheads before, although it may have been quite some time ago.
The consensus was that it may have worked at some point in the past, but that it no longer does, if it ever did.
Update:

I do have a friend of mine (close friend, not friend of a friend of a friend) who got away with something like this. Though I still don't believe she did.
Routine went something like (can't remember all the ins and outs).
* Got NIP
* Sent NIP back, ticking offer box for points and £30
* Got bill and asked to send off money and licence
* Sent licence, forgot cheque (complete airhead)
* Items returned, no cheque
* Sent cheque, no licence (or possibly licence and wrong cheque)
* Returned again
Eventually they left her off, said they'd exceeded the time limit for sorting it out - six months. Not sure what time limit this is (I thought once you'd admitted guilt there was no time limit). I suspect they just got bored with going backwards and forwards or made a mistake.
And, she's the worst driver I know and badly needed some points to make her wake up and pay attention to her driving. Now she just crows she beat the system and keeps driving like a nutcase.

I did a similar thing. Got caught on a camera but by time letter came through I was a week away from going to the states snowboarding for a month. Wrote to them saying that I would need my licence to be able to hire a car and would send it when I returned. Got back from hols and forgot all about it. Received a letter saying that they couldn't be bothered to chase it up so don't do it again. Result.
