Campsite and parking exits

For the past couple of years the campsite exists have been closed by the end of the race, opening 45 mins later. I guess in an effort to control traffic.

Does anyone know if they do the same with the official car parks?

Panorama was open last year, albeit you were forced to head West on the dual carriageway for quite a long time before any exits were open to turn around.
