Motor Insruance Body chasing 4 yrs later

Long story short, my BiL owned and X5 and in 2022 it was involved in a fire/accident in Manchester. Only it wasn't. It was sitting in his car park in Guildford.
The local council is now seeking - 4 years later - insurance details to claim £20,000 of the cost to repair the road. MIB are chasing this and his insurer, esure, are asking him for details within 5 days.
How do you prove where the car was 4 years ago? He did tell them at the time but this has raised it's ugly head again.
