photos in classifieds

Noticed on a few classified ads some pics are clear and others are very pixelated.

Eg

Pixelated:

Fine:
[pic]http://www.pistonheads.com/classifiedpics/54114-3.jpg[/pic]

Is this down to the user who submitted the pics?

Any ideas?
