Cumbria codes, and where's Steve?

Callaghan used Cumbria Constabulary letterhead to write to SafeSpeed Paul on what was a private matter and used the threat of Cumbria Constabulary to get the SafeSpeed web site closed down for a couple of hours because Callaghan was accused of lying and being a charlatan on there, and he considered he had been libelled - a matter for civil law, not police activity. What was his authority to use a police letterhead and why are the Cumbria Constabulary sending letters in respect of civil law from non-employees?
Several people have now made formal complaints to the Acting Chief Constable, the County Councillors an, probably, the local M.P. about this misuse of power by a non-employee of the Cumbria Constabulary.
One might believe that the serious nature of the complaints and, hopefully, the sheer volume of letters received complaining about this onto the Acting Chief Constable's desk, the more seriously it will be taken. So read up and get writing, you guys.
The question is, will the Cumbria Police back Callaghan or take the appropriate measures against him?

Callaghan also threatened me with libel during personal correspondance.
In my view he wilfully misunderstood a point I was trying to make in order to make it look like I was libelling him. Frankly it would never have stood up in court so I wasn't too worried, but it did paint a picture of some highly defensive action on his part.
I'd also say that SC appeared to be very well learned in matters pertaining to speed enforcement, and I'd describe him as a worthy foe.
Our correspondance opened a few windows in to the mind of the Scamerati chief

He might well threaten a libel action, but one could bet he won't be using police letterheads to do so again. In fact,he might be wise to keep his head down for a while in view of the seriousness of his previous actions.
If headed paper is used in correspondence, then it represents that the organisation whose letterhead is used has sent the letter, the person signing it is doing so on 'for and on behalf' of the organisation. Thus, effectively, Callaghan's threats to Paul were from the Acting Chief Constable. And, remember, this is about a matter in civil law. That's why it is so serious and must not be allowwed to pass. It's not about whether Callaghan is or is not a lier and a charlatan - we are all entitled to our private opinions about that

She's caught between a rock and a hard place.
If she fails to back Callaghan, then she may be seen as lacking committment to the CSCP by the CSCP employees.
If she does back him she will be seen as allowing non-employees, and certainly non-police officers, to write threatening letters with the backing of her county police service in civil-legal matters of concern only to the individual.
Let's look at this from a more detached point of view.
If, for example, you worked for a large company, say ICI, and you had a dispute with a retailer over the performance of some item you had bought personally, but which you used for your work (hence creating some tenuous linkage). If you wrote threatening civil legal action against the retailer, but used ICI headed paper to try to infer that ICI were the organisation who would take or fully support the legal action, you would be guilty of 'gross industrial misconduct' and your job would be 'on-the-line'. (Here comes your new 'P45GT' - zero to the Job Centre in one second!).
The only difference here is that Callaghan is not employed by the Police Service and thus lacks even that tenuous linkage. He may, just may, have been attempting to pass himself off as a representative of the Police Service or make others believe he acts as a police officer.
IT'S VERY SERIOUS and as many as possible should write to the ACC, the media, the County Councillors for Cumbria, the Police Complaints Authority and anyone else you can think of. So go to it!

Ist tactic used by trolls who reside under same stone.
He even threatened me on site because I mentioned in tongue und cheek bantering that youngest likes to play with the keys to the auto-garage und gate to home. He tried to make out that a 12 month old baby (und she was younger at time
) has intelligence to recognise und point it at speed traps - und threatened to report me for being bad Mama und some other rubbish ...
. (Youngest ist bright little kitten but do not think she ist that clever... yet!
) I took this to be "banter" back but now
Ist a strange bloke....must be effect of not being life und soul of party. He need to get out more.

Ist apparently so brainwashed though - he cannot see bigger picture und appear blind to all other matters of importance und logic.

Have a care, Wildcat, or you may get a threatening letter on Cumbria Constabulary letterhead, with the authority of the ACC, telling you that Cumbria constabulary will prosecute you for libel.

[Picture a certain someone reading this and boiling over with rage, turning red in the face scowling at the monitor. Knowing they can't respond the frustration builds, they subconsciously begin scrunching up Cumbria Contsabulary headed paper to one side of their desk and screaming at the next subordinate to enter the office]
Thinking of this will get me through the day!

Careful, Wildcat, he might think the term 'brainwashed' is libelous and send you a letter for and on behalf of the Cumbria Constabulary Assistant Chief Constable threatening you with action in the Civil Courts.
I wonder if that will be before or after he sends a Cumbria Constabulary letter to threaten someone from whom he has bought something which doesn't work properly that unless it is replaced immediately the Cumbria Constabulary will sue them in the Civil courts.
And he's not even a police officer or, one might believe, an employee of the Police Service.

You will like this:
Steve Callaghan would have a very hard time proving a libel case in court over the term 'brainwashing'!! He would have a very hard time proving that the below is not the case!
This is the dictionary definition of brainwashing. The irony is so sweet I had to post it...
brainwash
verb {T} DISAPPROVING
to make someone believe something by continually telling them that it is true and preventing any other information from reaching them:
- The government is trying to brainwash them into thinking that war is necessary.
In the circumstances I cannot think of a better way to describe the situation!!!

The person who is bringing the case has to prove what has been said about them is not true.
IIRC justin the onus is on the defendant to prove that the statement is true, i.e. no libel has been committed.
You are of course, quite right, I mixed myself up and didnt read what I said before posting, I have now edited it so actually say what I meant!
The issue here is not whether Callaghan was actually libelled, but whether his issuing of a letter from Cumbria Constabulary to SafeSpeed Paul, signed by himself for and on behalf of Cumbria Constabulary in relation to a civil matter was right, proper, and within the authority of himself or another authorised representative of Cumbria Police Service who, in this case, is not identified. This makes Callaghan the signatory and the person claiming the authority to sign.
Thus the big question is what is his authority to use Cumbria Constabulary letterheads for his own personal correspondence, bearing in mind that he is not even a Police Service employee or so we believe? He seems to have passed himself off as an authorised signatory - on who's authority. Or was his signing illegal? Could it be criminal? We shall see!

We must hear something.
There have now been a number of formal complaints to the Acting Chief Constable, Ms. Christine Twigg, who has passed these to the PSD (Professional Standards Department) for them to investigate. Their reply weas that the outcome would be communicated to us those complaining in due course. One might be sure that they will reply, even if it is to say that he's done nothing wrong.
However, the unauthorised use of Police Service headed paper for private use, threatening civil action for libel, is so serious that it cannot, surely, be ignored by the ACC, in whose name (effectively) it was sent. One might suspect that Callaghan has placed the Cumbria Constabulary and their Chief in a very difficult position especially, as I know for sure, that similar complaints have gone to Cumbvria County Councillors of both main parties.
This will run and run unless positive action is taken by Cumbria Constabulary. The media are already aware of this.
Let's make no mistake, it is a serious matter.

If they say Callaghan's done nothing wrong then Paul would be within his rights to pass the matter to the IPCC for a formal investigation. This can only escalate
