In Germany, the authorities check the reg/plate, and five minutes later, they ring at the driver's housedoor, or welcome him when he's coming home by foot.
This is possible, because every individual has the obligation to register any residence, they're living in. It's impossible to register a vehicle without having a registered residence.

I now, it's not that strict in Britain -
How does it work then?

A driver fled after his car veered off the road, ploughed into a house and ended up on the roof of a car parked in the driveway.

He escaped serious injury when his car smashed into the garage and kitchen and rolled on to the car.

The driver abandoned his vehicle, leaving it perched on the other car's roof amid a pile of rubble which was scattered as the car demolished part of the garage wall.

The incident happened on the A2100 Hastings Road near the Black Horse pub, between Battle and Hastings, at 9am yesterday.

No one inside the house was injured as the red Vauxhall Corsa smashed into the building and rolled over a BMW.

The Vauxhall driver fled in another car which had stopped nearby. Firefighters spent more than four hours clearing the debris and making sure the building and driveway were safe.

A spokesman for East Sussex Fire Brigade said the building and the BMW were badly damaged by the force of the smash.

Police are investigating.

Simple really

Buy a £300 scrapper, fail to do anything with it, do not insure it, run it with no tax and if you are stopped, run like fcuk. If you crash it run like fcuk,
If you have it a couple of weeks and neither of te above applies, sell it to your mate for £300 and he does the same. So on and so on.
