What the fcuk is GOURANGA ????

This has bugged me for years. Am I the only one who has noticed the word GOURANGA on motorway bridges everywhere I go ? Each letter is black and seems to be on a square white sticker (I've seen the odd coloured 'special edition' here and there).

Has anyone else noticed - More to the point "WHAT IS IT ?" ?
