Audi RS2. 315bhp as std and easily uprated to 400bhp and avilable within your budget.
However I must say I have been blatting about in a mates '94 Legacy turbo for a couple of days as ive got to try & sell it for him and it is a complete giggle with a mere 200bhp, so the 280bhp new twin turbo thing sould be a right laugh.

How new do you need it to be?
I can heartily recommend the Audi RS2: 4WD, 315bhp, 5 door, practical supercar.
And you get rarity thrown in: only 172 RHD ever built (I've never seen another on the road).
You can probably pick a pretty good example up for 16K, but bear in mind it will be 8 years old.
Oh, and remember (as ever) I'm very biased.

Of course you could go totally totally totally silly and spend 2k buying the mintiest mint condition Rover SD1 V8 Vitesse and then put a 5.0litre TVR engine in it + motorsport suspension/brakes etc etc.... 
It would still have leather, aircon etc. Bung in some mega hifi for those days when you don't want to listen to the V8 music and still have change out of 10k!

If you can't get or stretch to an RS2, the more humble S2 Avant still offers 0-60 in 6 seconds, is less than £10k and just as practical, good looking (well, almost, no Porsche alloys) and bomb proof. Tweaking is also pretty easy, but by all account start with the brakes. I am going for one of these myself soon, I hope. Much more class than a Suburu and twice as many drive wheels as a Volvo or BMW.

The Volvo T5 (and T5R, even better!) is brilliant. If you get the uprated brakes and handling kit it's even better - the standard-fit brakes on my 850 are a bit weedy for such a big, quick car, and it can be a bit wallowy in the corners without the handling kit.
But add those bits and it's good fun! Can't remember whether the handling kit included a strut brace, but if it doesn't these cost less than £100 (fitted) from a main dealer.

. I've been thinking about getting one myself. They are all originally grey imports, but I don't think thats much of an issue in the Mitsubishi / Subaru world is it? They certainly have rarity value. Whilst it is a good recommendation and a fantastic car the RS2 does have some caveats.
When the Turbos go (and they will) they are a huge cost to replace. Brakes as well are pricey from memory.
As a quick estate though its completely unrivaled.
Oh, and for your £20K you get the fastest car in the world to 30mph!
