You'll need to delete all the cd drivers in the hardware/device manager (found in control panel) in safe mode and then restart the computer. Only basic functions work in safe mode and the cd drive isn't one of them (hence why it will appear but not work). When you restart let windows see if it can sort you out by choosing a driver for you. If this doesn't work try searching www.google.co.uk for the appropriate drivers and it should sort you out from there.
What you may find is that you have more than one set of drivers for the CD ROM which is the reason for the system crashing in normal mode.

Im a systems analyst, I have had this one before.
The problem arises when windows tries to put a corrupt version of its own system driver. This would normally happen after you have installed a new CD ROM drive or driver problem. Due to Windows's redundancey features it cleverly tries to fix it everytime you boot up hence it freezes.
The only way I could fix it was to get hold of the original windows CD, open it up and run the Setup program.
You wont lose any of your programs etc. It will just reinstall the core windows system.
So its somewhere in the extremities of rebuiding the whole machine and not doing anything!
This does sound exactly like the problems ive had on my site before, if it doesnt work let me know.
