Not really games related but is anyone aware of any software that's just a driving sim, not racing, rallying etc, just a road simulation with traffic, junctions etc?

Carmageddon? That's even got pedestrians
Seriously though, not aware of any proper simulators like that, though Midtown Madness is probably the closest you'd get though, with cars stopping at traffic lights etc

Sirra used to make a simulator called Drivers education a few years ago but I think it's no longer available. The only thing I can find is www.3d-fahrschule.de/uk_index.htm if that's any use.

And carmageedon was BRILLIANT! Still got a couple of copies knocking around somewhere. Hilarious that they had to make the blood green and call the pedestrians "aliens" in the (IIRC) 2nd one and you had to download the blood patch.

The closest I've got is the demo for London Taxi two, not bad and semi accurate maps.
