After last year when they couldnt compete due to regulations and their car.
Are there going to be Maserati MC12's at Le Mans this time round?
Might also Ferrari's attempts for GT1 as well, which might not be allowed by FIAT.

I take it they havent sold enuff cars of something for them to be able to use it as a GT car or is it something else that they dont meet?
I think the cars were in some way against the spirit of the regulations, I'm sure they were changed to stop the MC12 beating everything, perhaps because its the only mid-engined GT1 or something?

They decided it wasn't in the spirit of true GT racing. They want people to ge an existing car and then make a racer of it, not set out to make a racer from scratch. Although they could just put ballast on it to even things out a touch

The ACO changed the maximum width regualtions while Maserati were developing the car, and it's come out a little too wide. Maser looked at making a "thinner" version but decided the cost was prohibitive.
Whether the ACO knew what Maserati were planning when they changed the width rules is up for debate.
