Insurance of Hire Cars

We have a guy at work here who passed his test last week, and he needs to go to a project up north. To do this easily a hire car would be best.
But we have found that many hire companies will not insure a driver until they have had a years experience.
Does anyone know of any company who will do this - the driver is over 25 if that makes a difference?

We understand the risk involved but obviously we pay for that through the insurance.
We do have a pool car and a couple of company cars which I have been told are insured using a 'nominated driver' approach, ie whoever has been asked to use it is insured.
I don't know whether that covers a 'hired' car?
