Best content filtering software

Before I start, for home use the best software is preferrably free

What's the best content filtering S/W out there? My kids are pestering me to let them on the net for things like miniclips.com, but there's no way I'm letting them on my PC before I know exactly where they can go. For now a white list will do, but later on I will want regularly updated categorised filtering etc...
