the wipers on my chim now only work on intermittent is this a relay problem or something more sinister, and if it is a relay which one would it be.

Probably the wiper motor switch, under the wiper motor - sits in a pool of water and corrodes to buggery. Fairly cheap to fix, and TADTS, eventually.

To clean the contacts, does the whole assembly need to be removed. In a spare moment yesterday (and on the assumption that mine will stop working at some point!) I decided to clean the connectors but wiper motor limits access!

You should be able to access the connector by undoing the two nuts on the holding strap. The motor will lift enough to get to the connector. Be prepared to do a little more than cleaning, there may not be much left to clean!
