Not just yet.

Another report is being commissioned witha deadline for July. then it'll probably be scrapped.

IF paternity_proved
THEN
OBTAIN MONTHLY_SALARY from employer
MOVE x% of MONTHLY_SALARY income to CSA account ; set symbol to be PAYMENT
MOVE PAYMENT to claimants account
ENDIF

Is there much more to it?

No No No

You forgot that the test should be "NOT paternity_disproven" because it's guilty until proven innocent.
Also you have neglected to take 10% extra to leave in the CSA account to pay administration, jollies and supposedly pay for missing Fathers that you can't find. Also you need to add a suitably long SLEEP before payment is made to the claimant.

Oh and I forgot, you need to randomly generate a ficticious salary in the event that the employer hasn't supplied this info or the person is self employed.

That may be the case. However one DNA test later....

The way I heard it on the radio they weer going to throw lots of money at it to really go for the non payers and get bailiffs in and so on.

No mention of cracking down on the balls ups that mean the payers and decent folk get screwed over, or the women who use it as pin money...

The way I heard it on the radio, they know the CSA isn't working but can't identify why so they hve commissioned another report to find out why, but £30 million will put it right, this includes another layer of management to ensure that the money is spent correctly!

Can only be a good thing if they rebuild it or shut it down - my brother in law has had a terrible time with them. They never have the correct records, payments go missing etc. He's more than willing to pay and support his child, but the CSA seem incapable of handling what should be a simple transaction.
