Answer to the first three is quite simple, a lot of practice, it took me an age to get gold on all the licence tests. To be honest you don't increase youre completed % for anything above bronze and some of the silver and gold prize cars are not that great.
GT4 (as with the rest of the GT series) does not have cheat codes as such, but you could get a cheat device, such as an AR Max and use that to open up the golds, they cost around about a tenner. All depends how much you want them.

Yep the GT4 bronze times are generally very easy to get (particularly that one), but some of the gold times are a total sod.
S-16 (the one with the DTM 190e around the ring) was a nightmare to get gold on.

Havent done all the golds yet (got the first 48), i got board when i got golds on the first 3 licences and went racing
for the first time, the S-16 test i got a silver on my first attempt and havent tried it again.
