Thinking about it, you're right, I don't remember seeing an NSL sign here. Coming into Liverpool the speed drops to 50 and then to 40 with a GATSO at the end of the flyover. Everyone just nails it off the lights and up the flyover onto the motorway going out of town. Would it be implied that it is de-restricted due to the presence of the blue motorway style signs? (probaly wrong though).
That's my route to work every day and there is DEFINITELY no sign telling you that the motorway has begun.
IIRC, the highway code will determine a motorway by there being blue signs. I think in this case, with there being no NSL or blue signs, the motorway begins when the 40 signs stop since the regular signs needed to enforce a 40 zone are not present after the very first junction after the lights.
Since it is a dual carriageway at this point, my assumption is that is has become a NSL zone.
The Scamera on the inbound carriageway is something of a challenge every evening, dropping from m'way cruising spped of 85mph(ish) I attempt to knock the cruise control off at such a point that my speed drops, without braking, to 50mph right at the cameras white lines.

Just as you pass the Broadgreen slip-road you will see blue information signs about distance to Manchester and others. Then, just before you reach the top of the rise in the road (after the bend) you will see the M62 sign, clear as day.
