There was a gentleman's agreement but it fell apart as it required gentlemen to work...
What's annoying is that there's a lot of complaining that there are too many races, it all being a bit tiring and that, yet cut most of the testing and we could have a 20-race calendar and still less miles would be run. Plus most of the miles run would be meaningful - ie: in front of an audience.
Funny how there's no complaints that the soccer season lasts pretty much all year round.

Cutting costs is never going to work in F1, if one area is cut back, they'll just spend it in another. Sponsor money income is never going to change because the basic sport will still be there.
Let them test all they want.
You could say beckham practicing every day is "unuseful" football as virtually no one sees it, but at the end of the day, if you don't practice, your not gonna win are you?
Especially true with formula 1 - the teams are engineering companies, you can't make any engineered product without testing it
Motorsport's best pal, Min Mosley, is forever beating his gums about how he's only acting in the best interests of the teams by introducing measures to cut costs. This is his justification for constantly changing the technical regulations.
The two biggest expenses are engines and testing. So what does Min do? He changes the rules to require brand new engines, which can only be developed through much extra testing.

Always struck me as a bit of a contradiction!

I agree, although I dont think Ferrari will be at the top. I do hope, however that Williams finish higher then BMW.
