The Xbox 360 consoles themselves come with a region code, but it is up to the game publishers as to whether or not they implement region coding on their games.
Many games come with no region coding, and can be played on any console worldwide (and everything works like normal, including Xbox Live).

The DVD issue doesn't bother me too much, but I don't want to get lumped with an XBox that can't play PAL games. It worries me that only some are region free, which to me suggests that it might change at any time knowing Microsoft.

Same goes for DVD videos - publishers can choose to publish their DVDs as Region 0 ("Free"
. The only real reason behind region coding is to ensure staggered international releases and to segregate different pricing structures for different regions.
But in practice, most games are region-coded, so you would be far better off buying a UK console if you intend to buy UK games.
But your fears about a policy change by Microsoft are unfounded - the current system will not change.
