You can definitely take out the smaller panel without taking the dash top off. Take the radio out and you will then see 2 screws each side holding the panel in place. Not sure about the hazard switch - as I don't know if its position changes depending on which dash layout you have. Assuming your question about the small panel implies your hazard switch is on this panel, then you should be able to solve your problems when you remove it, as detailed above. Hope this helps.

I am not sure if they are all done the same way but on mine if I take out the radio from its cage then I find two screws on either side of the aperture. They are screwed into very skinny fibre glass struts, if you undo these then the whole plate lifts towards you. Do not just yank it as the hazard 'housing' is attached to this plate, yo just slide the housing upwards. My brackets are broken at both ends and I cannot remember if you have to slide out the other end (where the MIL light is). I am sure someone else will be along to help ya out too. As far as I know you should not need to lift the dash.....
