Weight and BHP per ton

When people quote weight is it usually dry and if so what does that mean, no fluids at all, inc oil etc or just less fuel.
For instance a Lambo or ferrari 575 are quoted at aroung 1850kgs is this dry or wet?
Also when they quote BHP per ton what metrics do they use and what is the norm ie dry weight in kgs etc...
