Under the current MSA rules, in a Radical, are you required to have a second set of extinguisher and cutoff switches at the roll bar in addition to the dash mounted ones? This is assuming that the dash mounted are reachable from outside the car and are appropriately labeled etc.

You MUST have an external electrical cut-off switch (Blue Book, Q8).
The regs on extinguishers are confusing, but assuming you've gone for a 'large' plumbed-in system, you must have the external triggering point. If you're going to the expense of fitting a plumbed-in system, the extra cost of the external switch/toggle is small - it could save your life!

You've got to cater for the worst case here - the car may be upside down, badly damaged, etc., etc. In such situations dash-mounted switches may not be accessible. Marshals (yes, I am one!) need to act quickly - easily accessible, visible electrical cut-offs & extinguisher triggers save valuable seconds.

I think the Blue Book is meant to be confusing!
You need an electrical cut off switch and an extinguisher pull (or button if electrically operated) outside the car for the marshals use, ideally on the drivers side as that is where the marshals will go first in an emergency. You also need a second extinguisher pull inside the car within reach of the driver when strapped in.
