you might have to look hard
one of the leaks coming from bottom of round thing
the other coming from the square thing

Well spotted. Is there access to the other side of those bolts from under the car?

well one is from where the steering stuff goes on the offside where the wheel is but no bolts on that side only on one side the other one have no idea how is getting in there?
well since i had carpets up waiting for replacments though i would make water tight

ok figured how to fix one
the one comign from the square thing
take bolt out
remove washer corroded attached to grp clean down with wire brush
then attach rubber to large new washer
seal this slightly
more sealant half way up thread and round the washer
put back in and tighten
just to make sure
get another piece of rubber matting (1mm)
seal this over the nut compltly cover nut
when cures tommmorrow with cover with wax oil
(that shoulds keep that one dry

but the other one is going to be hard i think
any ideas

Now I see why you want to paint inside before refitting the carpets... I'd put some POR15 on those rusty bits before refitting the carpets etc.

Unfortunately can't help with the problem, but it is worrying. What car have you got and how old is it.
Sorry, but looks like something out of the Titanic............. (after it sank)

Not sure about the one coming through where the steering goes through? can say I have heard seen water coming through there. the otherside in the wheel arch is normally covered in Grease/lubricant and many owners have also put a gaiter over the Universal Joint to protect it from all the crap coming of the wheel.See Steve Heaths Bible for the gaitor info

The other place (square plate) does come of but I would image the water is either coming from above ie the Brake fluid reservoir isnt sealed well or where a number of wires/pipes go through arent sealed very well.

A good way to find some leaks is at night or in a garage with the lights off.Put a high powered tourch in the footwell pointing towards the pedals etc and then look arond below the car/wheel arch and engine bay and se if theres and light coming through anywhere. Doesnt allways find the leak but may help.

I dont know if the driver side windscreen wiper if leaking would get down that way but may be worth a check?

found where coming from and what i did with photos
here what i did
was coming from round Universal joint thing seal
took 6 bolts off
removed the bolts
removed the steering cowling
removed wires
marked the uj with the steering
undid UJ bolt
loosened stearing colum
seperated the uj from the steering coluom with aid of a spanner prising
dropped the steering coloum
them pulled lightly and came away from the UJ
then

split the big plastic seal from the metal below with long thin item(big knife in my case)
is held in place with friction to the bearing below
once off clean and clean metal mine a little rusty
made a rubber gasket to fit over the metal part of the steering and with holes in for screws for the plastic to go back on
seal both side of rubber
and put plastic back on with a little sealant
so that seals all internally
put screws back in to keep clear while it cures
made a huge round gasket to go inbetween the UJ and the wheel arch which is tightish to the metal just before the UJ
so that the over lay can be sealed agaist the wheel arch and then wax oiled completely to seal even more
