My history project *please read!*

I have to do a history project with a theme of rights and responsibilities in history. So I wanted to do something related to cars. I decided to do a topic of Auto enthusiasts vs. the government. That means us against the government groups(DOT, EPA for U.S., MoT for England, etc.). So I need info on past and current arguments about laws we(when I say 'we' or 'us', I mean auto enthusiasts) don't like or think are unfair. I also need info on the rights of enthusiasts and our responsibilities as drivers and auto owners and enthusiasts. I also need info on laws the government(of any country) make concerning cars, and their responsibilities about making fair(or otherwise) laws, and the rights they have concerning arguments against them(the gov't groups) and what they can and cannot do. Also, if you have or know the websites of government agencies that have to do with cars, please tell me. Any and all help is appriciated. Thank you.
We went to Gaydon last week and they were saying there about when cars first came on the road, you had to have a passenger (dunno why), and a man with a red flag to walk in front. You could do some stuff on that, and the introduction of the driving licence etc. Give them a ring, I bet they'd help
and of course not forgetting that it was NOT Karl Benz who built the first car, it was a Samuel Cox who drove the first combustion engined car (patented) up Shooters Hill in Lunnun 56 years BEFORE Benz was born! 1822 if I remember rightly. Benz was a plagiarist!Britain first as usual!
