Legal Advice Required RE Council And Gritters

Right here is the scrpt:
Not very long ago I was traveling down a country road in my Defender 90 (speed limit 50) and noticed a car parked up on the side just before a hairpin. It had just had a little shower and was fairly cold so figured cud be ice....
I went into an S-bend only to find a sheet of ice
Lost control of the car involving lots of wheel twirling etc. I ended up clouting a yellow salt/grit bin with my passenger side front wheel. The wheel itself has a mangled silver centre hub cover and a piece of yeelow grit bin between rim and tyre. I think the wheel and rim are a bit dead, but I have an identicle replacement I can bolt on, and a silver hub cover shudnt be too much wonga. Unfortunatley there could be untold damage to steering and other axle components. I'm gonna have a look in daylight tomo.
My question is..
Is the council responsible??? 2 more cars came off and are lying in a ditch ontop of each other, and the man who lives in the corner said he would back me up if I made a claim. I went back to seen of incident with a shovel and helped said man grit the road using salt from the bin I twated. About 5 mins later a council gritter came past.
Any help in this matter would be of a BIG help, and I'm gona say a big thanks before hand to those who can help. (P.S. want to add I wasn't bombing along because if I had I would accept it was all my dumbass fault)

I'd say it's unlikely it has damaged your 90 much, If you notice the tyres wearing oddly or the steering being "wooly" this is a design feature and unfortunately normal 
. If it pulls dramaticly to one side get it checked out. Years of development by Squadies and Farmers mean they can take a hell of a whack

Ahh someone else with experience Slightly off topic but i used to work in local govt and have a few gritter stories
1) gritter contract and road sweeping contract were both separate ( in the old days it was the same chap ) so must sweep when contract says, and must also grit when told to.. on many occasions we had gritter followed by the road sweeper picking it up!!!!! even got a photo in the local paper!!!
2) motor way contracts all done by different compainies,so there are clear boundies, usualy a mway junction.... but what about the bit between the junction, no body grits it FFS
and finally be very carefull when you come off a mway at the round about, as these days only the major roads off the rbout will be gritted so if there is a b road as well it probably isnt...

have seen this on the A331, Hampshire /Surrey border, off at North camp or on At NorthCamp to Frimley.
Once I was travelling towards Camberley and you could see where they had stopped gritting, poor sole on his roof being cut out obviously was unaware that all the shiny stuff on the road was ice not surface water.
As an udate all was broken was the tyre. Has a bit of grit bin between rim and tyre. Just swapped it for my 5th wheel. Also tthat and the cosmetic silver hub cover thing is mangled. Just got to order me a new one. Aside from that all seems ok, which is amazing cos it was a fair old whack... 
Just glad I wasnt in the 307!!!
