Basically the laquer is peeling off round the boot hinges in the Chim and I'm wondering if there's any way of fixing this other than a respray.

This reminds me of a trick the motor trade used to play, perhaps they still do. To make a second hand car look good they spray a single coat of lacquer over it. It's a simple process because masking off doesn't need to be as precise and there's no colour matching to do. The effect is to make the paintwork look really good. Trouble is they normally don't bother prepping the surface prior to application so after a year or so it will start to break away from the original paint at the edges and around stone chips. This is very common on ex-repmobile bonnets.

Sly buggers!!

So does that mean that the rear wings probably could just be re-laquered, provided I got everything squeaky clean and got the flakey laquer off beforehand?

I'm not sure that this is the problem but if it is then you'll need to rub the new lacquer off completely. It's likely to be a single thick layer, you know when it's off because your rubbing compound will start to become paint coloured.

The flat off, mask and re-lacquer.
