can you help me with some carb mechanical advice !

Opened up the float chambers on my bike ( katana ) 4 cylinder,4 carbs.

bike was missing,lacking fuel so I cleaned out the jets etc ( which were a little mucky )..but.....

the main jets are fine,but where the pilot jets are theres black rubber 'stops' blocking the entry to the pilot jets..they pop out and squeeze back in, do you know what or why they are there ? , is it a restriction ?

please someone help me quick,Im ready to build it back up !
